Executive Summary
Between January 2022 and December 2024, the
Institute of Chartered Loss Control & Private Security Management (ICLPSM) led a comprehensive security
transformation at Zimbabwe's Parliament. This initiative successfully implemented ISO 31000 risk
management frameworks, advanced biometric access control systems, and a complete security operations
center (SOC) overhaul.
The Challenge
In early 2022, Zimbabwe's Parliament faced
mounting security challenges including unauthorized access attempts, outdated surveillance systems, and
inadequate incident response protocols. With over 2,000 daily visitors and 350 permanent staff, the facility
required a comprehensive security overhaul that would meet international standards while respecting the
unique cultural and operational requirements of a working parliament.
Key challenges identified during ICLPSM's
initial assessment included:
- Fragmented Security Systems: 12 separate security vendors with no central coordination
or data integration
- Manual Access Control: Paper-based visitor logs creating audit trail gaps and delays
- Inadequate Training: Security personnel lacked formal certification in governmental
facility protection
- No Risk Framework: Absence of systematic risk assessment and mitigation protocols
- Limited Incident Response: Average response time of 8.5 minutes to security alerts
The ICLPSM Solution
Phase 1: Risk Assessment & Framework
Development (Months 1-4)
ICLPSM conducted a comprehensive security
audit using ISO 31000 methodology, identifying 47 critical vulnerabilities across physical security,
access control, surveillance, and incident response domains. The team developed a customized risk
management framework specifically designed for parliamentary operations.
Deliverables: 180-page security
assessment report, risk register, 5-year security roadmap, compliance matrix against Zimbabwe Security
Industry Act
Phase 2: Technology Implementation (Months
5-18)
Deployment of integrated security technology
infrastructure including:
- Biometric access control at 18 entry points with real-time authentication
- 72 IP cameras with facial recognition and license plate recognition capabilities
- Central Security Operations Center (SOC) with 24/7 monitoring
- Integrated visitor management system processing 300+ visitors daily
- Perimeter intrusion detection with thermal imaging for night coverage
Investment: $1.2M in technology
infrastructure, achieving ROI within 32 months through operational savings and incident reduction
Phase 3:
Training & Certification (Months 12-30)
ICLPSM designed and delivered specialized
training programs achieving:
- 120 security officers trained in governmental facility protection (ISO 28007 standards)
- 42 officers achieved ICLPSM Professional Certification (AICLM designation)
- 8 senior supervisors completed Advanced Security Management program (160 hours)
- Quarterly refresher training and tabletop exercises for incident response
